SB 1046 Summary

• Requires supervisory state employees to complete 24 hours of training within 12 months of appointment and 12 hours annually thereafter, plus management and discipline training every 36 months; transfers responsibility from Office of Personnel Management to Office of State Finance.

• Authorizes Office of State Finance to assess administrative fines up to $100 per supervisor for non-compliance with training requirements, with agencies able to petition for waivers in extenuating circumstances.

• Allows additional six-month probationary periods (up to 12 months total) for classified employees subject to corrective action plans, with appeal rights limited to agency level during extended probation.

• Authorizes private entities to provide approved supervisor training programs, expands Oklahoma Compensation and Unclassified Positions Review Board meeting requirements to annually address unclassified positions, and requires Personnel Management references be updated to reflect Office of State Finance.

• Requires any legislation amending the Oklahoma Personnel Act be referred to the Compensation and Unclassified Positions Review Board for review before further legislative action.
