Removes references to tribal authority from Oklahoma's environmental regulatory framework regarding electric transmission costs (17 O.S. 2011, Section 286) and refining facility permitting procedures (27A O.S. 2011, Section 2-16-106).

Amends electric utility regulations to clarify cost recovery processes for transmission upgrades needed for wind generation development and compliance with federal environmental laws.

Modifies the refinery facility review process by eliminating tribal agency coordination requirements while maintaining state and federal environmental review coordination.

Updates statutory references in the refinery permitting appeal process, changing references from "act" to "title" in the legal code structure.

Declares an emergency to make the act effective immediately upon passage and approval.
