SB1051 Summary

• Amends 19 O.S. 2011, Section 1501 to authorize Oklahoma counties to participate in nationwide purchasing programs sponsored by the national association representing counties or other competitively bid nationwide purchasing programs.

• Adds exception to competitive bidding requirements allowing counties to use items from state bid lists, General Services Administration lists, or Department of Central Services contracts if available at the same or lower price from local vendors.

• Allows county purchasing agents to make purchases up to $10,000 without competitive bidding; provides that splitting purchase orders to avoid this limit is a misdemeanor offense resulting in forfeiture of position.

• Effective date: July 1, 2012, with emergency declaration for immediate effect upon passage and approval.
