Transfers the Construction and Properties Division from the Department of Central Services to the Office of State Finance.

Adds new defined terms including "annual capital plan," "capital planning and asset management," and expands the definition of "consultant" to include certified appraisal, land title, and abstract services.

Modifies the master planning process requirements to include reporting on facility needs, data acquisition on building conditions, analyses of state properties, development of long-range facility plans, short-range project programming, and submission of an annual capital plan to the Legislature.

Authorizes the Division to collect reasonable fees for planning, real estate, and related services to state agencies and political subdivisions, with annual fees calculated as a percentage of annual construction and real estate services designated in the annual capital plan.

Requires the Director of the Office of State Finance to submit a report by December 31, 2012, with recommendations for streamlining state construction and real property management processes and identifying steps to transition to a centralized annual capital plan appropriation process by January 1, 2014.
