Amends Oklahoma water permit law (82 O.S. 2001, Section 1085.4) to cap annual groundwater permit administration fees for water use report submissions at $10.00 per permit.

Authorizes the Oklahoma Water Resources Board to assess a late fee not exceeding $10.00 for annual groundwater use reports submitted after the due date.

Declares an emergency, making the act effective immediately upon passage and approval rather than on a delayed effective date.
