Targets cumulative energy savings of at least 20% by 2020 compared to fiscal year 2012 utility expenditures through organizational behavior-based or performance-based conservation efforts

Requires the Director of the Office of State Finance to oversee program implementation and select vendors through a request for proposal process, with an initial 12-month fee-free period before vendor payments begin

Mandates state agencies to input monthly utility cost data into IPMVP-compliant energy accounting software and submit annual progress reports to the Director within 90 days of each fiscal year end

Program must be fully funded through energy cost savings rather than new appropriations, and does not prevent agencies from entering separate performance-based efficiency contracts for capital improvements under existing law
