SB 111 Summary

• Prohibits possession of lighted tobacco in indoor public places, indoor workplaces, public transportation, and zoos, with exemptions for cigar bars and certain other establishments.

• Eliminates designated smoking rooms previously allowed in state, county, and municipal buildings; extends restaurant smoking room phase-out deadline to September 1, 2013, with no new smoking rooms permitted after September 1, 2011.

• Establishes specific ventilation and structural requirements for cigar bars to permit smoking, including full enclosure, 100% exhaust to outside at least 25 feet away, and negative air pressure maintenance.

• Removes exemptions for stand-alone bars and taverns from smoking restrictions; retains exemptions for retail tobacco stores, private offices, private residences (except licensed child care facilities), and certain other limited establishments.

• Becomes effective July 1, 2011 with emergency declaration for immediate implementation.
