Extends moratorium on Education Leadership Oklahoma program through June 30, 2014 (previously set to expire June 30, 2012)

Suspends new scholarship applications and National Board certification application fee payments during moratorium period

Suspends $5,000 annual bonus payments to newly certified National Board teachers during moratorium (except those certified before June 30, 2010 or who applied before that date)

Allows State Board of Education and school districts to use private, local, or federal funds to continue bonus program if desired

Declares emergency effective July 1, 2012
