Increases the annual utilization requirement of the Oklahoma State Park Trust Fund principal from 5% to 10%.

Expands allowable uses of Trust Fund monies to include personnel costs, training, vehicles, and equipment for park rangers and naturalists.

Maintains restriction that Trust Fund cannot be used for routine maintenance expenses of state parks.

Effective date: July 1, 2012, with emergency clause allowing immediate implementation.
