• Designates the bridge over Brushy Creek on United States Highway 270 northwest of Haileyville as the "Major Bill Morgan Memorial Bridge"

• Designates the bridge over Little Fourche Maline Creek on State Highway 270 east of Panola as the "Ronnie Sumpter, Sonny Harris and Rhonda Howard Memorial Bridge"

• Requires the Department of Transportation to place suitable permanent markers bearing the designated names on each bridge

• Effective July 1, 2012; emergency clause declared
