Establishes the Uniform Military and Overseas Voters Act to provide voting procedures for military personnel and overseas voters in federal, state, and local elections.

Defines "covered voters" as uniformed-service members, their dependents, and overseas voters who meet eligibility requirements, including those born outside the U.S. with parents previously eligible to vote in Oklahoma.

Requires the Secretary of the State Election Board to implement electronic systems for voter registration, ballot applications, and ballot transmission using federal postcard applications and federal write-in absentee ballots.

Allows covered voters to apply for military-overseas ballots and receive them through electronic transmission (email, fax, or internet), with ballots valid if received by close of polls or submitted electronically by 12:01 a.m. on election day.

Repeals prior Oklahoma statutes (26 O.S. Sections 14-116, 14-117, 14-119, 14-120.1, and 20-101) relating to absentee voting for military and overseas voters and becomes effective November 1, 2011.
