Creates the Oklahoma Recyclable Container Initiative (ORCI) as a working group within the Department of Environmental Quality to promote partnerships for recovering and reselling recyclable container materials

Establishes a 9-member working group including representatives from the Oklahoma Tax Commission, Department of Environmental Quality, Department of Commerce, plus appointees from the Governor (2), Senate President Pro Tempore (2), and House Speaker (2)

Sets a goal of capturing and reusing 50% of recyclable containers by studying Extended Producer Responsibility and Product Stewardship models as alternatives to container deposit legislation

Members serve without compensation, with the DEQ Executive Director serving as chair; appointments must be made within 60 days of the act's effective date

Working group terminates no later than 2 years after the act's effective date and may report findings to the Governor and legislative leadership
