Amends 52 O.S. 2011, Section 325 to add definition and specifications for synthetic diesel fuel in Oklahoma.

Defines "synthetic diesel" as a hydrocarbon with 10-20 carbon atoms produced through the Fischer-Tropsch process, meeting ASTM D975 specifications with or without lubrication additives.

Establishes "synthetic diesel blend" designation as "Sxx" where "xx" represents the volume percentage of synthetic diesel fuel blended with petroleum-based diesel fuel.

Grants the Oklahoma Corporation Commission authority to prescribe rules and specifications for synthetic diesel quality, similar to existing authority over biodiesel and other motor fuels.

Declares an emergency, making the act effective immediately upon passage and approval.
