Amends 70 O.S. 2011, Section 1-118.1 to expand permissible uses of technology center school district building funds.

Allows building fund monies to be used for student transportation, grounds maintenance (including parking lots and sidewalks), and instructional and maintenance equipment in addition to existing authorized purposes.

Clarifies that building funds can be used for purchasing, providing, erecting, remodeling, repairing or maintaining school buildings, computer systems, software, utilities, telecommunications, insurance premiums, and security services.

Declares the building fund a current expense fund while keeping it separate from the general operating fund.

Effective July 1, 2012, with emergency declaration for immediate implementation.
