Amends 70 O.S. 2011, Section 3311 to authorize the Council on Law Enforcement Education and Training (CLEET) to waive all or part of any moneys due to the Council if deemed uncollectable.

Council is a governmental law enforcement agency composed of 13 members including state officials, law enforcement administrators, tribal representatives, and appointees from various law enforcement and education organizations.

Council responsibilities include certifying peace officers, establishing minimum training standards, certifying canine teams, approving new law enforcement agencies, and enforcing disciplinary actions against certified officers.

Peace officer certification requirements include background checks, psychological evaluation, high school diploma or GED, U.S. citizenship verification, and completion of approved basic police courses ranging from 160-600 hours depending on officer type and graduation date.

Effective November 1, 2012.
