Creates the State Highway Modification Task Force to study and evaluate the expansion of State Highway 99 between Stroud and Ada, specifically addressing widening the highway from two lanes to four lanes

Task force consists of 11 members including: Secretary of Transportation, Governor of the Chickasaw Nation, Chief of the Sac and Fox Nation, representatives from county and municipal organizations, transportation advocacy groups, road and bridge organizations, two state senators, and two state representatives

Appointments must be finalized by July 1, 2012, with co-chairs designated by the President Pro Tempore of the Senate and the Speaker of the House of Representatives

Administrative support provided by the Department of Transportation, supplemented by Senate and House staff; task force members serve without compensation but receive travel reimbursement

Task force must report findings and recommendations to the Governor, legislative leadership, and the Oklahoma Transportation Commission by December 1, 2013; declared an emergency measure for immediate effect
