Amends 52 O.S. 2011, Sections 420.24 and 420.25 to expand powers and duties of the Oklahoma Liquefied Petroleum Gas Research, Marketing and Safety Commission.

Authorizes Commission to contract for services of employees in addition to direct employment, and permits Commission to purchase and own up to two (2) LP gas-powered vehicles for promoting research, marketing and safety.

Grants Commission authority to establish and award scholarships to support LP gas research, marketing and safety programs, and to sponsor or provide LP gas safety training courses as funding allows.

Clarifies that if Commission appoints a Director, the Director must not be one of the appointed Commission members.

Declares an emergency, making the act effective immediately upon passage and approval.
