• Designates the section of Interstate 35 running through Ardmore (from northern to southern municipal limits) as the "Specialist Micheal Phillips Memorial Highway"

• Requires the Oklahoma Department of Transportation to install and maintain suitable permanent markers on the highway bearing the memorial designation

• Creates new statutory codification in Oklahoma Statutes as Section 1698.112 of Title 69

• Effective date of July 1, 2012 with emergency declaration for immediate implementation
