Adds exemption for medical foster homes approved and annually reviewed by the U.S. Department of Veterans Affairs that provide care exclusively to three or fewer veterans from the Residential Care Act, Continuum of Care and Assisted Living Act, and Nursing Home Care Act.

Modifies the definition of "residential care home" in 63 O.S. 2011, Section 1-820 to exclude Department of Veterans Affairs medical foster homes with three or fewer veteran residents from regulatory requirements.

Exempts medical foster homes for veterans from Home Care Act licensing requirements and supportive home assistant training and certification standards.

Declares an emergency effective date, making the act effective upon passage and approval.
