Amends 19 O.S. 2011, Section 1723 to modify competitive bidding requirements for county purchases.

Removes the previous threshold amounts of $2,500 (or $7,500 for written/facsimile quotes) that triggered competitive bidding requirements.

Applies new bidding requirements specifically to boards of trustees of emergency medical service districts for all purchases.

Requires these purchases to comply with bidding requirements in Sections 1501 and 1505 of Oklahoma law instead of the previous "competitive bid" standard.

Takes effect July 1, 2012 with an emergency clause allowing immediate implementation upon passage and approval.
