Amends sections 163.27 and 518.3 of Title 37 of the Oklahoma Statutes regarding distance requirements for alcoholic beverage establishments from schools and churches.

Allows colleges or universities located within an improvement district (created under Title 11, Section 39-103.1) to waive the 300-foot distance requirement for low-point beer establishments and mixed beverage/beer and wine establishments.

Requires colleges or universities seeking to waive the 300-foot requirement to publish notice of their intention to do so in a legal newspaper of general circulation 30-40 days before providing written notice to the establishment or regulatory authority.

Defines "legal newspaper of general circulation" as meeting the requirements in Title 25, Section 106 of the Oklahoma Statutes for publication of legal notices in a majority of state counties.

Maintains existing exemptions for establishments with permits or licenses issued before July 1, 1999 (Section 163.27) and November 1, 2000 (Section 518.3).
