Amends 70 O.S. 2011, Section 1-111 regarding school day duration and supplemental online education programs.

Eliminates the requirement for an electronic student transfer system that would allow students to enroll in online courses from another district without physically appearing in that district.

Requires State Board of Education to adopt rules for supplemental online courses addressing student admissions, course approval processes, enrollment access, withdrawal grace periods, competency-based completion, extracurricular participation, and test result sharing.

Allows school districts to adopt policies for online course enrollment, including approval criteria, student appropriateness determinations, and fee structures, while prohibiting districts from denying students enrollment in educationally appropriate courses.

Effective July 1, 2012, with an emergency clause making the act effective immediately upon passage and approval.
