Amends 47 O.S. 2011, Section 1135.2 to modify special license plate provisions, including renumbering existing plate types and adding new categories for Gold Star Survivor/Surviving Spouse plates and Korea Defense Service Medal plates.

Consolidates the "Surviving Spouse License Plates" (item 38) and creates a new unified "Gold Star Survivor/Surviving Spouse License Plates" (item 39) for surviving spouses of qualified veterans who died due to service-connected disability or active duty performance.

Adds new special license plate category for Korea Defense Service Medal recipients and reorganizes subsequent plate numbering accordingly (items 40-43).

Amends 47 O.S. 2011, Section 1128 to include trailers in dealer in-transit license plate provisions and makes gender-neutral language changes ("he" to "the person" or "person's").

Bill becomes effective November 1, 2012.
