Removes several NAICS industry codes from eligibility for the Oklahoma Quality Jobs Program, including marketing research services (54191), tour operators (561520), mailing/reproduction/photography services, employment services (5613), general purpose machinery rental (5323), public relations services (54182), and egg/chicken production (112310)

Narrows eligible "services to dwellings and other buildings" by excluding additional NAICS codes (56171, 56172, 56174, 56179) and limits eligible business support services by excluding telemarketing bureaus (56143)

Authorizes the Oklahoma Tax Commission to dismiss an establishment from the Quality Jobs Program if the establishment has filed at least one claim but fails to file another claim within two years of the most recent claim, after consulting with the Department of Commerce

Updates statutory cross-references from subsection "L" to subsection "K" of Section 3604 and modifies references to applicable subdivisions based on the removed industry codes
