Amends 69 O.S. 2011, Section 4010 regarding the Oklahoma Turnpike Authority's relationship with the Department of Transportation.

Clarifies that the Department of Transportation may provide recordkeeping, reporting, administrative, planning, engineering, legal, and clerical functions to the Authority on a contractual basis.

Clarifies that the Department may also provide operation and maintenance of turnpikes to the Authority under contracts.

Requires minimization of duplication of effort, facilities, and equipment between the Department and Authority in operating and maintaining turnpikes and highways.

Effective July 1, 2012, with an emergency clause making the act effective immediately upon passage and approval.
