Amends 82 O.S. 2001, Section 105.4, relating to diversion of water from natural or artificial watercourses.

Clarifies that water diverted by a party entitled to use such water remains subject to existing rights and loss allowances determined by the Oklahoma Water Resources Board.

Changes reference from unnamed authority to explicitly naming the Oklahoma Water Resources Board as the entity responsible for determining due allowance for losses.

Effective November 1, 2012.
