Renames legislation from "Oklahoma Energy Security Act" to "Oklahoma Energy Security Act II" and modifies state energy goals to reduce dependence on foreign oil, minimize water contamination in electricity production, and improve citizen health and economic well-being.

Changes renewable energy standard from a 15% goal by 2015 to a 30% requirement by 2020, with incremental targets of 15% by end of 2014, 20% by end of 2016, and 25% by end of 2018.

Establishes natural gas energy standard requirement that 65% of electricity generation use natural gas by end of 2020, with incremental targets of 50% by 2014, 55% by 2016, and 60% by 2018.

Requires Corporation Commission to work with Southwest Power Pool to develop transmission expansion plan with progress reports due January 1, 2014, January 1, 2017, and final report by January 1, 2020.

Directs Department of Central Services to establish public compressed natural gas (CNG) fueling stations along interstate highways, targeting one station every 100 miles by 2015 and every 50 miles by 2025, subject to public bidding requirements.
