Amends Oklahoma's Open Meeting Act to include the Oklahoma Legislature and standing committees as "public bodies" when meeting during regular or special legislative sessions.

Removes the Legislature from the list of entities excluded from the definition of "public body" while keeping the judiciary, Council on Judicial Complaints, and administrative staffs excluded.

During legislative interim periods, committees must conduct open meetings in accordance with rules adopted by each house of the Legislature.

Requires majority and minority legislative caucuses meeting during regular or special sessions to post notice of closed meetings at least 12 hours in advance, and prohibits votes on pending legislation in such caucus meetings unless open to the public.

Effective date: November 1, 2012.
