Amends the Oklahoma Open Records Act to require certain legislative records to be open to the public starting July 1 following adjournment of regular sessions and 21 days after adjournment of special sessions.

Establishes that records relating to legislation filed for consideration must become publicly available under the Open Records Act, with specific timelines depending on session type.

Allows redaction of information identifying individuals in legislative records (except registered lobbyists and public officials acting in official capacity) and permits confidentiality protections for public employees invoking whistleblower protections.

Applies provisions to legislative records filed during the 2013 regular session and all subsequent regular or special sessions.

Becomes effective November 1, 2012.
