• Modifies deposit requirements so that monies from specific sources (ignition interlock device fees, disabled parking violation fines, child passenger restraint fines, and forfeiture proceeds) go to the Restricted Revolving Fund instead of the general Revolving Fund.

• Allows funds in the Restricted Revolving Fund to be expended solely for specific administrative purposes related to the programs generating those fees, such as ignition interlock administration and disabled parking enforcement systems.

• Effective July 1, 2012, with an emergency clause allowing immediate implementation upon passage.
