Amends 75 O.S. 2011, Section 307.1 to update the reference from "this act" to "the Administrative Procedures Act" in subsection D regarding committee duties and powers.

Maintains existing authority for the Speaker of the House and President Pro Tempore of the Senate to establish or designate rule review committees to review administrative rules.

Preserves committee functions including reviewing adopted rules, conducting studies of the rulemaking process, investigating agency compliance with the Administrative Procedures Act, and evaluating rules for propriety and legal adequacy.

Does not create new substantive powers or duties, but clarifies the statutory reference to improve clarity of the existing law.

Becomes effective November 1, 2012.
