Amends the Oklahoma Administrative Procedures Act to require legislative approval of administrative rules through concurrent resolution rather than disapproval procedures.

Changes the default rule status so that rules are deemed disapproved unless explicitly approved by the Legislature, reversing the previous presumption that rules were approved unless rejected.

Requires both houses of the Legislature to affirmatively approve proposed rules within 30 legislative days of submission, with rules automatically failing if not approved before adjournment.

Eliminates special procedures for rules that establish or increase fees, subjecting all rules to the same approval requirements.

Effective date: November 1, 2012.
