Amends Oklahoma statutes (37 O.S. 2011, Sections 163.11 and 163.11a) governing low-point beer retail permits issued by district court clerks.

Allows permit applications to be denied on any ground that would require permit revocation, and adds material false statements in applications as a ground for revocation.

Establishes special event permits for low-point beer sales valid for up to 10 consecutive days, issued 14 days after application filing unless a protest is filed; requires proof of mailing application to law enforcement.

Requires applicants and managing employees to be at least 21 years of age; permits court clerk to grant special event permits without written objection within 10 days, or judge determination within 5 days if objection is filed.

Prohibits municipalities from refusing special event permits solely because applicant already holds a permit, and declares emergency effective July 1, 2012.
