Amends 29 O.S. 2011, Section 4-136 regarding special use permits for hunting or fishing on private lands leased by the Department of Wildlife Conservation.

Clarifies that persons traveling through such private land in motor vehicles do not need a special use permit unless they are also hunting, fishing, or otherwise using the land for activities requiring a permit.

Exempts persons stopping for gasoline or retail goods purchases from needing a special use permit, and specifies they are not required to take the most direct route to qualify for this exemption.

Authorizes the Wildlife Conservation Commission to establish a three-day special use permit for residents engaging in nonhunting or nonfishing activities on department-administered private land.

Provides exemptions from permit requirements for Oklahoma residents under 18 years of age or 64 years of age and older; effective November 1, 2012.
