Amends Oklahoma's Schedule V controlled substance law to allow local governments (municipalities, counties, and state agencies) to adopt stricter regulations on pseudoephedrine sales, purchase, distribution, and possession than state law

Local ordinances and rules may include requirements for valid prescriptions for pseudoephedrine purchases, provided they are not less stringent than existing state law requirements

Maintains existing state-level pseudoephedrine restrictions including 9-gram purchase limits per 30-day period, pharmacist supervision, identification requirements, and transaction logging

Expands definition of "active ingredient" to include the matrix components (glycerin, polyethylene glycol, propylene glycol) found in liquid gel capsules containing pseudoephedrine

Becomes effective November 1, 2012
