Amends 59 O.S. 2011, Section 1425 to modify penalties under the Oklahoma Scrap Metal Dealers Act by replacing generic references to "this act" with specific statutory citations.

Increases penalty for second violation of the Act to up to $5,000 fine or up to 6 months jail time; third or subsequent violation becomes a felony with up to $10,000 fine or up to 2 years imprisonment.

Modifies penalties for knowingly providing false information, making second or subsequent convictions a felony punishable by $1,000 fine instead of misdemeanor.

Maintains existing penalties for operating without required sales tax permit, burnt copper/copper wire violations, and permit revocation procedures after three separate convictions.

Effective July 1, 2012, with emergency clause allowing immediate effect upon passage and approval.
