Amends 11 O.S. 2011, Section 31-102 regarding the composition and qualifications of library boards of directors.

Removes the requirement that library board directors be chosen "from the citizens of the municipality," allowing directors to be selected from a broader pool of candidates.

Maintains all other requirements: library boards consist of 5-9 directors appointed by municipal governing bodies, serve 3-year staggered terms, receive no compensation, and can be removed for misconduct or neglect of duty.

Effective upon passage, allowing municipalities to appoint library board members without municipal residency restrictions.
