Amends the Local Development Act (62 O.S. 2001, Sections 853 and 856) to modify definitions and requirements for local development districts.

Clarifies that "increment" from sales taxes, other local taxes, or fees may be apportioned regardless of taxable location or which local public taxing entity receives it.

Allows deferral of district creation date in ordinances or resolutions, provided such date is no more than 10 years after project plan approval.

Removes the requirement that districts created by agreement between entities be "contiguous."

Amends 61 O.S. 2001, Section 127 to change references from "public trust" to "public entity" when applying to contracts under the Local Industrial Development Act or Local Development Act.
