Requires all county elections to be held on Tuesdays and modifies allowable special election dates, removing May, July, and September/October options in odd-numbered years and specifying Tuesday dates in even-numbered years.

Mandates that municipalities, school districts, and other entities submit itemized estimates of election costs (personnel compensation, benefits, and fixed polling location costs) to county election boards at least 35 days before elections.

Requires entities authorizing elections to provide necessary funding to county election boards at least 15 days before the election, or the election will not be held.

Amends municipal election resolution requirements to include a list of precincts partially within city limits and certification of whether those precincts will be open for voting.

Becomes effective January 1, 2013.
