Requires any person who witnesses sexual conduct between an adult and child under age 14 to report the matter promptly to county or municipal law enforcement.

Prohibits privileges or contracts from relieving anyone of the reporting requirement.

Creates felony penalties for knowingly and willfully failing to report or interfering with prompt reporting; creates misdemeanor penalties for knowingly making false reports.

Prohibits employers, supervisors, and administrators from discriminating against or retaliating against employees who report in good faith, with liability for damages, costs, and attorney fees for violations.

Provides immunity from liability for good faith reports that do not violate the false reporting provisions; effective July 1, 2012 with emergency declaration.
