Amends Oklahoma law to reduce the restricted distance for dog kennels from 2,500 feet to 500 feet from public or private schools and licensed day care facilities in municipalities with populations exceeding 300,000.

Exempts dog kennels that were lawfully operating and fully compliant with all applicable licensing, permitting, and zoning requirements prior to June 4, 2008 from the new distance restrictions.

Defines "dog kennel" as any facility (other than federal, state, or municipal facilities, veterinary hospitals, or medical research institutes) where more than four dogs over six months old are kept, harbored, boarded, sheltered, or bred.

Authorizes municipalities to enact ordinances consistent with these provisions and enforce them through municipal court prosecution.

Becomes effective November 1, 2012.
