Amends 82 O.S. 2011, Section 1086.2 to revise Oklahoma Water Resources Board's authority over water resources planning and the definition of excess and surplus water.

Requires the Board to complete the comprehensive state water plan by October 17, 2011, and submit decennial updates to the Legislature by September 1 of each year when prepared, contingent on legislative funding.

Defines "excess and surplus water" as projected surface water available for new permits in 2060, less an in-basin reserve amount (25% buffer), for 80 designated basins excluding groundwater and the Grand Region.

Establishes procedure for determining excess and surplus water by treating each OCWP watershed planning basin as an individual stream and requires the Board to exclude water reserved for federal/tribal rights and instream flow needs when considering out-of-basin water permits.

Becomes effective January 1, 2013.
