• Directs the Oklahoma Water Resources Board to make legislative recommendations to promote water conservation methods based on Scenario I analysis from the Oklahoma Comprehensive Water Plan (OCWP)

• Scenario I conservation methods are designed to reduce water demands in 2060 to levels approaching projections for 2020, addressing projected water shortages over the next 50 years

• Board must report recommendations to the Governor, President Pro Tempore of the Senate, and Speaker of the House by December 31, 2012

• Law is not codified in Oklahoma Statutes and takes effect immediately upon passage and approval as emergency legislation
