Summary of SB1328

• Establishes legislative findings on the urgent need for robust data-gathering programs for water resources management, as recommended in the 2011 Oklahoma Comprehensive Water Plan (OCWP).

• Expresses intent for the Oklahoma Water Resources Board to receive annual appropriations (in addition to existing state funding) for development and maintenance of a permanent statewide surface water and groundwater monitoring program.

• Authorizes the monitoring program to assess water quality and quantity of Oklahoma's water resources over a 50-year period to support informed decision-making on water resource issues.

• Declares an emergency, effective upon passage and approval.
