Amends 17 O.S. 2011, Section 286 regarding electric utility recovery of transmission upgrade costs approved by regional transmission organizations and federal regulatory authorities.

Removes obsolete language requiring the Corporation Commission to transmit rules to the Legislature by specific dates (April 1, 2006 and April 1, 2007).

Maintains existing provisions allowing utilities to recover reasonable costs for transmission upgrades needed for wind generation development that were approved by Southwest Power Pool and placed in service before December 31, 2013.

Preserves cost recovery mechanisms for electric utilities making capital expenditures to comply with federal environmental laws including the Clean Air Act, Clean Water Act, and related statutes.

Declares an emergency, making the act effective immediately upon passage and approval.
