Amends 82 O.S. 2011, Section 105.2 to update statutory references and gender language in the state's water rights law.

Changes references from "this act" to "Section 105.1 et seq. of this title" throughout the statute dealing with beneficial use of water and priority rights.

Updates gender-specific pronouns from "he" and "his" to "or she" and "or her" throughout the water rights provisions.

Removes outdated language referring to "rules and regulations" and updates references to the Oklahoma Water Resources Board.

Declares an emergency, making the amendments effective immediately upon passage and approval.
