Engrossed Senate Bill No. 1338 Summary

• The Oklahoma Secretary of Energy shall establish a working group within 60 days to study the feasibility of permitting oil and/or natural gas exploration on lands surrounding the McAlester Army Ammunition Depot (Pittsburg County) and Fort Reno (Canadian County).

• The working group will include federal, state, and local government officials and private industry representatives, plus Oklahoma's Secretary of the Military and a designee from the Commissioners of the Land Office.

• The working group shall identify any legislative or regulatory impediments to leasing these lands and make recommendations to the Governor, Legislature, and relevant agencies.

• The working group shall determine revenue potential to federal, state, and local governments and study how a percentage of state revenues could support the Oklahoma Strategic Military Planning Commission.

• If deemed necessary, the working group may report its findings and recommendations by December 15, 2012; the bill declares an emergency effective upon passage and approval.
