SB 1340 Summary

• Allows Local Exchange Companies (LECs) and interexchange companies to meet alternative requirements instead of specific Oklahoma Administrative Code rules by posting rates, terms, and conditions on publicly available websites that are deemed approved the day after posting.

• Requires companies choosing these alternatives to maintain service standards on their websites, provide customer notice before rate increases, offer customer-specific contracts, and comply with Federal Truth-in-Billing rules (47 CFR 64.2401).

• Eliminates exchange rate group classifications and allows promotional offerings without duration limits as alternatives to traditional regulatory filings.

• Relieves incumbent LECs with more than 75,000 access lines from "Carrier of Last Resort" obligations and requirements to extend facilities free of charge.

• Became effective November 1, 2012.
