Amends 11 O.S. 2011, Section 27-105 regarding municipal court judge disqualifications and the appointment of replacement judges.

Removes the requirement that a special judge be appointed through Section 27-104 when a municipal judge is disqualified.

Allows the senior municipal judge to appoint a sitting municipal judge from another municipality in the same county or an adjacent county to hear cases on a case-by-case basis when an ethical disqualification occurs.

Declares an emergency, making the act effective immediately upon passage and approval.
