• Amends 74 O.S. 2011, Section 840-2.27C to require appointing authorities to provide affected state employees at least 30 days' notice prior to implementing mandatory furloughs

• Defines mandatory furlough as involuntary temporary reduction of work hours or involuntary leave without pay; specifies that leave rules, longevity pay, and health insurance participation remain unaffected

• Maintains existing reduction-in-force procedures requiring 60 days' notice, fiscal review by Director of State Finance, and consideration of employee retention based on years of service

• Directs Office of Personnel Management to modify or create administrative rules to implement the furlough notice provisions

• Declares an emergency, making the act effective immediately upon passage and approval
